I'm not near my M37 manual, but ONE PSI of pressure in all other vehicles I've ever owned is not enough to get fuel into the bowl fast enough. Perhaps it is starving for fuel.
First thing I'd do is increase the fuel pressure to (preferably) TM specs or try 4 to 5 psi.
Do this before messing with dwell, etc.
