Assuming that the valve clearances are not too tight, I'd look at the float level. Sounds like it's generally too lean. Raise the fuel level in the carb bowl about 1/4" at a time to see if it helps. Based on your testing, I also assume you have sufficient fuel pump pressure.
Hell these engines are just big cast iron Briggs&Strattons anyway!
