Short 4th means that 4th and 5th gear are close together in terms of gear ratios' go. If I remember right, the NP540 with the short 4th had a 1.16:1 4th gear and then 5th being direct or 1:1.
P.S. I can get you a C-Cab flatbed right now for about $500 if you want another. Its got a 318 Polydome and a 5 speed, runs but needs brake lines.
