I have found the easiest way to remove these brackets is to drill through the heads with a drill bit just under the hole size, then you can use a grinder or a cold chisel to take the heads off. The remaining pieces of rivets will pop out fairly easy with a proper sized punch. Drilling the centers of the rivets out relieves the pressure on the rivets and allows them pop out easier. Good luck.
