Actually, they suggested that too

It's an interesting book. It was printed in 1951, so it's right at the time frame of our old trucks. Some of the advice was based on a test called "Task Force Frigid" that was done in the winter of 46-47 at Ladd Field, Alaska, when the temperature got down to 60 below. My conclusion from the mere existence of the TM is that shortly after WWII, the politicians might have still been considering Stalin to be our friend, but the military men knew better.

Here's another interesting excerpt:
3.d: "Down to -10 F, operation is not difficult; it resembles operation in the northern portion of the United States during the hardest winters. From -10 to -40, operations are more difficult. At the warm end of the range, lack of winterization will result in only a slight loss of efficiency; at the bottom of the range, lack of winterization and training will result in many failures to operate. When the temperature is below -40 F operations become increasingly difficult; at temperatures in the vicinity of -60 F, the maximum efforts of well trained men are required to perform even a simple task with completely winterized materiel."
