I had read that emergency services were exempt from this. Are you sure it just isn't the union raising a red flag to build up hype against any budget deal?
Seems to me it would stupid planning to have ALL employees furlowed on the SAME day and I'm sure that will not be the case.
Frankly, with the budget mess in CA everyone is going to be hurt because of run-away spending by the democrat legislature.
It's time to wean folks from the public trough and I'm confused as to why ANY public agency needs a union, but that's a different battle for a different day.

Your dedication and hard work is admirable, but have nothing to do with the financial crisis the state is experiencing. The state is in crisis because it spends more than it takes in.
I work hard, long hours in my job too, and no one crys for me when the state over taxes, over regulates me, or causes my clients financial grief, which forces them to move their business to a state that knows how to manage it's money.
We need to get beyond the notion that we have jobs for life, or that we are "owed" a living. In the private sector, when we have no work, or experience onerous taxes, we go hungry, with no safety net. At least state workers still have 19 days out of 21 where they can count on a paycheck. NONE of my work days are guaranteed.
