Sure there are! You may have to hire a Private Investigator or get an expert but you can do it if you want to. It just gets down to how bad do you want to do it.

There is a case right now in Omaha, NE where the PI in a divorce hid a mic. in a teddy bear and put a tracker on a car.

Around here it goes in spurts and the the cops usually know who is doing it or most of it. The hard part is getting the evidence to stick and staying on the county attourney so they don't plea bargain it down to nothing. The generic antiques and non serial # stuff is hard to prove ownership on.

If you have a thief in the neighborhood it would not be too hard to set a mousetrap and then get the cops involved in the bust so it will stick.

I think it uses a radio signal device or GPS deal like a LOKAR or even like the GM Onstar (or MORONstar, sorry, could not resist....). A few years ago when some Mexicans shot up a bank in Norfolk, NE they found one of the stolen cars with the factory tracker and made the bust. Still on death row.
