I pull the guts out of the housing, and then clamp it in a vice (using a towel to protect the threads for the speedo cable). Then I cut away all the old plastic with a pair of side cutters. Once the center is all by itself I use something on both sides to pry up on the center, and normally it pops right off. What you use to pry is up to you, whatever you have on hand that seems to work right. Always pry against the area where the screws hold the gray plate on, as that is the only area with support underneath.

If you can not get it to pop off with the level of pressure that you are comfortable with, try dripping a bit of penetrating oil down the hole in the center, and waiting a day. If that does not help (it has worked well for me in the past) then you could heat it lightly with a lighter or something, but don't add to much heat as you might damage the shaft. this is not an operation for the cutting torch.

Once the center is off then you need to pull the little washer off the back, remove the old plastic, and reassemble with the new disk.

I usually use a small hollow tube to pound the washer back into place.
