I think I paid $50/wheel for my 20" Unimog rims. They have the drop centers you want & are tubeless. You could easily cut the centers out...just still not sure what you're planning to weld back in other than a plain old double ugly flat plate?
I'll measure & see how much different the 16" Budd center is if you like.
