times do you think rings were swapped on wheels ? probably every time tires were mounted.
possible causes of clearance problem.
1. rim rusted where ring fits, sandblast
made diameter smaller.
2. lock rim rusted where it fits into groove
sand blasting made diameter bigger
3. tires beadfoot on original NDTs is 1.25 or
so.
You might want to have the wheel with little or no clearance dismounted and inspected.

size and fitment to wheel (although the pic is of a combat wheel bead fitment is the same)
