The real reason is this, letters contain postmarks. The representative can then see who is from their district and who isn't and it makes it easier to discard comments that go against the congresspersons agenda.
Phone calls and emails are more anonymous and less of a threat to their power base, so start off every email and phone call with, "as a registered voter in your district"
...and...be SURE you know where their district is....= )

They also like letters because the volume is less and it takes longer to send them, thereby eliminating the voters ability to respond immediately to a backroom, last minute deal in which there may be little time to respond.
What they hate is having their phone switchboard overwhelmed and their computers crash because of the volume received when they make STUPID decisions
Above all, be polite, concise and do not ramble! Keep your comments on target, do not tie it to other issues, make it a simple statement, they only toss these into for and against piles.
Do not use a form letter or card from a group, just send it in your own words.
