We've covered this before I think. If YOU pay freight, you have taken possession at the point of origin and THEIR taxes are applicable which are not valid based on shipping so no taxes. (that makes no sense but I'll continue like I know what I'm talking about---Murphy's Law: If you can't dazzle them with brilliance, baffle them with bullshit) So let me continue. If THEY pay freight, you take possession at destination then you pay YOUR taxes. This is how it was when I was in purchasing in the late 90's.
