Lots of those things point to it running rich. Pumping the gas alot could be flooding it. How about cranking with the throttle wide open until it starts? Also try with the throttle and choke both wide open. The carb inlet valve should be closing against whatever pressure the electric fuel pump is putting out, but it might not be. After cranking a bit, pull the top off the cab. If the fuel is all the way up to the top, the inlet valve isn't closing. Carb kits always come with a new one, and you can replace it on the truck without rebuilding the whole carb (which is rarely needed). Or the float could be full of gas and not floating, or the arm could be bent wrong. All in all, it sounds like the main problem is with fuel, and it's nothing too subtle.

Gas seeping out of the bottom might just be seeping out around the throttle shaft, which never seals well. It's an indication that you've been flooding it, though.

Get a cheap voltmeter and check the battery voltage. At the very least, see that it increases when the engine is running. That, more than any fancier test or any particular numbers, will tell you if the generator is generating. Ideally, it should be putting out at last 14 volts or so at full RPM, but anything over 12.6 will charge it a little bit.
