I live next to one of these "artists" for 20 years who's canvas is empty. In my case this neighbor doesn't know what to do with this stuff so he he just leaves it and it deteriorates to where it has become worthless.
When a car quits running and it isn't worth repairing it goes to the bone pile but he can't seem to get rid of it. I don't know if he is lazy, about this sort of thing or just doesn't want to give it up. Some people don't ever want to get rid of anything they keep stuff with the delusional thoughts of "some day" or its "worth something" when in reality it ain't worth shit. I don't say anything because it's not my property and I have no right to dictate to him. He's a good neighbor and we get along fine. If I needed anything he would help me and I would do the same.
I still don't like looking at his eye sore, and I'd prefer to look at the ocean or an orchard next door. I always thought if he was perceived by me to be a shitty neighbor and some how made living next door to him miserable I would do something if there was a legal recourse.
There are 2 sides on this subject, the owner of the property and the community that has to live with it.
