When your neighbor paves his yard all the water has to go somewhere . Generally this impacts the municipality and the neighbors around him . The guy doing the paving is creating cost to others . The other problem with paving is the affect it has on water tables and local steams and then spawning grounds . This again is a side affect of paving that is past on to others . Other effects are the increase in temperature swings created by paving . By taxing paving you do not restrict the right to pave the yard . That paving has a long term cost that should not be a burden to others . This is a big issue that is starting to be looked at in parts of Europe and like I said earlier - it would take a book to discuss this in a logical manner .
