We place it nearly as cheaply as asphalt here in SoCal, we use placing machines that are very similar to asphalt "Barber Green" placing machines. The big difference is that chinese demand has dropped so the material price of cement is coming down.
Concrete highways last 3-5 times longer than asphalt. The only advantage to asphalt is that 35 minutes after placing, the utility crews can come and dig it up, with concrete they have to plan better....= )
