Highway question

I recently had the misfortune to travel over Interstate 78 in western New Jersey. Is there anyone on the Forum who can explain what all those bumps are, where they came from, and when they will be fixed? It seems outrageous that our benevolent government would have allowed this mess to get this bad. I was towing a trailer with truck parts securely strapped down, but had to do under 30 mph just to be sure that nothing fell off.
