From what i read it would be a loan. I am for it. japanese car companies have ALWAYS been subsidized 1000 to 4000 per vehicle. That means one constant bail out for them. they have huge import taxes in asia nad the EU. we dont. free market is really not. we are the dumping ground for asian junk.
