I am not certain, but that looks a lot like the hub from an agricultural ground drive drop type fertilizer/lime spreader from the 50's-60's. I had a 12' I.H. model as well as a 8' New Idea one.
It had automotive wheels and tires, like you said above, on the rig.
Only the Amish and Mennonites around here seem to be interested in these anymore, others get a commercial lime service to spread lime, or use the PTO driven fertilizer spreaders they make now for their fertilizer needs, not the drop type.
