I know that the effective/rolling radius of a tire is the distance from the center of the axle to the ground. It is less as the tire has weight on it.

But back to the point, the approach and departure angles as I said are only valid on a flat surface approaching or departing a perfectly smooth ramp. That does not exist in the real world. These angle are only good for relative comparisons between vehicles and determining if vehicle is generally suited for the expected conditions. I would not take a truck off road that had an approach angle of 10 degrees. These angles are usually used by the manufactures as sales information. Often to the military who use this number as one of their first pass measurements to see if the vehicle is suited to the intended use..

As stated earlier one and alter these numbers by load, attachments and driver intelligence. The only practical use for these angles for for general information. It is a precise number that exists in a lab not in the practical world where things do not follow lab conditions.

Numbers and specs are a base point or a legal definition. Am I not going to go up a hill because its slope exceeds the approach angle in the "book" for my truck. Heck no, I will come at the hill from an angle and make it just fine.

If people strictly believed what is currently in the "book" few new inventions would occur and we would be stuck where we are. Inventions come when people challenge "book" knowledge. By the way, we all know that bumble bees can not fly. Physics states that it is not possible therefore it is true (right?) it ios in the book.
