I don't get that. Had something similar happen this morning to me. Light grey van comes flying out of the fog as I attempted to pull out on the main highway. No lights and you can't see but 150 feet at most. I stopped easily enough but it I sure could have seen better if he had his lights on. And then there are the ones that have to run fog lights all the time. Just to look cool, I guess.
