M37 carb question

Another M37 question. The (Plymouth) engine I removed had a mongrel carb with an even mongreler (like that word?) air cleaner setup. I have a govt. rebuilt M37 carb to put on. Question is, on a govt. rebuild, would it be set up to run and then need to be fine tuned, or will it be simply assembled and all adjustments are up to the installer?
