Brake Shoe Oli Retainer Fely Washer Placement

I recently took apart a truck that had the brake shoes on the rear axle monted in what seemed to be a strange way so I thought I would ask here. On the rear axle one brake shoe was mounted to the backing plate with the oil retaining felt washer mounted under the brake shoe on the pivot shaft against the backing plate while the other shoe had the felt washer mounted on the pivot after the brake shoe was mounted. This mounting version resulted in a small offset of the brake shoes at the pivot point. Is this the correct way to mount the shoes on the backing plat or should both oil retainer felt washers be mounted on the same side of the brake shoes? I am building my axle tomorrow and need to know the correct way to mount the shoes....any help is appreciated.
