I had a similar experience with shipping telecom equipment around 20 years ago. I worked for a major telecom carrier and we were rolling out a new technology (digital cross-connects). The first one off the line was to be delivered to our testing lab from the manufacturer in California. Extra care was taken in creating abuse resistant crating for the unit. It basically arrived in pieces.

The reasoning from the transport guys is that if the packaging is able to withstand abuse then they will treat it with the same care as they treat rolls of steel or similar items.

The next time we shipped the cross-connects we had minimal padding and they were basically covered with sheet plastic. The units arrived in pristine condition because the guys were affraid of causing damage and so took extra care.

Go figure.
