Wiring sounds good, except maybe bad ign switch? Wire from ammeter to ign switch? Check the points, maybe the points are greasy, or not opening.
A couple gallons ought to do it. But pumps go bad, tanks get crap in them, lines rot. Or, I had a wasp nest in brand new lines when I took two years from installing lines to getting it running. You can gerry-rig a gravity fuel source with a gas can wired to the top of a windshield post.
