Take the cover off, and watch/listen/feel for which relay is clicking. Adjust by varying spring pressure (bend tab) until the clicking stops. You might clean the points while in there too. There's 2-3 sets.

There's separate relay inside for voltage regulation, and one that adjusts the 'cut-out'. Cut-out is to shut off the generator at low rpms. Generator are so inefficient that they while use more juice int the field than the put out at low speeds, so they shut themselves off at idle to save juice. Adjusting the spring pressure varies the speed at which the reg cut-outs. Adjusting the voltage regulating relay springs varies the voltage.

That GI regulator, the size of a loaf of wonder bread, has little wheels to adjust it's relays.

I haven't adjusted one in 30 years, better look up how to in a manual or on the net.
