That thing sits right beside the highway a couple hours west of me. It has been there for a few years. Those winch poles are at least 20 feet long, with a HUGE crown block and pulley at the end of them. It is actually a gate-post to mark the driveway into a farmyard down in the valley behind it. There is another "character vehicle" on the other side of the approach as well. Out in the middle of the "bald-ass prairie" they are the only markers for a yard that is otherwise not visible from the road at all. If you are given directions that say, "turn at the trucks", anybody would be able to find the farm yard easily.
