That would most certainly guarantee higher prices. CA fuel formulas are more expensive than other states (NY and 3 other states foolishly adopted CA standards). So the national average would be skewed towards the higher price.
If you want lower prices, get the government OUT, not in deeper.
If you're in a hole, and you don't want to be....stop digging...
