Most states do not allow citizens to access their MVD database except under special circumstances. Nevertheless, I would go to the MVD, tell them what you are trying to do and why, and see if they will help you. If not, you can pay a licensed private investigator to run the VIN for you - they *are* authorized to have access to MVD systems. This should not cost more than $25 or so if it's just running a VIN (I charge $20 here in AZ), it will cost more if any research is required. You can find licensed PIs in the phone book. Some title and registration services may also have a licensed PI on staff for just this kind of thing, so you might check one of them.
