Noisy PTO/intermitant carb leak

I have a 53 B-3 with a VERY noisy PTO. It does not have a shaft on it so there is nothing attached to it.
I feel vibration when I place my hand on the PTO handle and when I put pressure on the handle by pulling it toward the drivers side door,
some of the noise disappears. It get so noisy that it is hard to talk to a passenger. I have no problem talking to myself!!!
I have never taken it off. I am thinking of doing so since I don't use it.

-I assume there should be oil in the PTO and if it is low or missing, that could cause noise?
-Could the noise subside if the PTO had a shaft on it and was hooked up to a winch?
-By my part manual diagram, I assume the PTO bolts directly to the transmission. I am sure I will have to replace tranny oil. What type is recomended? Is there a filter?

The last two times that I ran the PW I noticed that a small gas leak develop after it was running awhile. The first itme was a 6 mile round trip and it started to drip and run rough,
(had a hard time holding an idle and accelarating). I made it home. After sitting for a few weeks I used it around my property. It ran and idled great with now dripping until the very end of my working with her.
She had no problem starting either or running all day. I check for the drip as I worked the truck and it was not dripping until the end of my work.

She pushes some black exhaust so I was thinking maybe she is running rich and loading up. A float adjustment or a carb rebuid maybe in order.
Any suggestions on adjusting the float? and or who to go to for a carb rebuild in the N.J. area?
