Instead of paying $150 to $200 to sleeve the case, or paying $200 for another PTO, I'd consider trying this:
If I recall right the reverse shaft only turns when you engage the PTO. So, take the shaft, and have two shallow groove turned into it for neoprene o-rings. Then install as usual. Yes, they will eventually wear out, but my guess is that will take many hours of service and how many hours a year do you run the winch?
