You don't need a law to keep you from turning these drums, "Prudent Man Rule" applies here. Since S.A.E. standards are set, that machinist will follow them or be "liable", in any accident, where it is determined that, that drum was faulty (machined out of tolerance) because it broke. It will be traced back to the machinist.

Kanter has some for 49 Ford, maybe you will get lucky. You could have them welded by a “certified shop” and re-machined but very costly.
