Right, it is a press fit, no seals - it's a transition or mild interference fit. If you're lucky, because the staking job (meant to substitute for a rivet to fix the shaft) was a botch, the shaft has been spinning and it's worn down. But more likely the case is reamed out. Either way, it could theoretically be fixed by installing a sleeve on the shaft (machine the end down to about 0.002" bigger than the ID of the sleeve, and install heated (~250-300 F.) sleeve on shaft cooled in freezer. Likewise machine hole in case for slight interference fit.
I'm not a machinist, I probably am all screwed up on this.
Chelsea PTOs available today have the same setup for idler shafts at least.
