There are no seals for the reverse gear shaft. It should fit snug in the case. The other side of the pto should have a pin or screw to hold that shaft in place. The shaft has a retaining ring cut all the way around it. You have either:
- The wrong shaft in the case, to much gap between case and shaft;
- Fatigued case;
- But definately a bad fix
Get a new case, shaft and needle bearings
