You're right, there are no seals on that shaft. If I had to guess (since I have never taken one apart) I would say that shaft is a press fit. The bearings rotate on the shaft inside. It does look like somebody tried to stake the metal around the hole probably to keep it from leaking. You could try taking the shaft out, clean it really good and reassemble with locktite. A machine shop could fix it with a sleeve. Might be better to get a used one and use the old pto for parts.
