Brian, I went through the same thing with 383 & 400 pullys. I had to elongate the missmatched hole with a round file finally to get the combination I needed. It appeared the pullys hit, but after I carefully bolted them down, they had a few thousandths between them. The 318 and 360 use slightly different blocks so there might be a centerline difference, I can't recall, must be getting old! The 360 is externally ballanced and I believe the harmonic balancer is thicker than the 318 one, which would explain why the grooves don't line up. So you may have gotten 360 parts. Hope I helped, I know the feeling. Been there, done that.
