A bit unusual but quite understandable. The US produced trucks for 'export' which were right hand drive, with the gauges and steering on the right. Some were made for Canadian forces too I believe. It's also possible that the truck was made in Canada.

Sounds like you have found a 1 ton 4 x 2 WD series truck that was originally RHD and someone's put the steering back to the left. I'll bet if you check the RH front frame rail you will see another set of holes for the steering box that look as though they have been used at one time.

My '39 TD 20 is LHD, and appears to have been army all it's days, though probably just a civilian pickup painted green for Uncle Sam on the production line.
