Exactly,if there is no restriction there is no pressure! If the pump will put out a certain volume at a certain pressure and you install a higher volume pump the larger pump will put out more pressure and overpower the needle and seat, just as described.
Try it for yourself, put a high volume pump on an engine not designed for it, the time you waste will be your own.
