One thing I'd suggest checking is for an obstruction in the line. Happens alot with rubber lines where they swell shut/tight over time and won't allow it to bleed back. Muddobbers like to build in open lines as well.
Let it get tight again and crack the line at the cylinder. That will elimnate that at least.
If the wheel cylinders sit on the shelf for ages they can be bad there as well. Did you look at the Bore and pistons before installing them? I do this all the time now as I've gotten bad ones with corroded aluminum pucks out of the box. Parts guys won't argue if they haven't even been installed when you ask for replacement ;)
Double check that all your hardware is adjusted and installed correctly too. Kevin
