Can any of the water be considered road drainage? There's a creek behind our barn that is partly fed from road run off and the town maintains it and installed a new culvert between the barnyard and back pasture. Spring melt run off is real heavy, the earth erodes around the culvert sometimes and they come back and fill it in each time.
