A picture would be worth a thousand words in this instance. My thought on the matter is if these mats of cattails are hanging onto your bridge structure itself, I'd remove them. This mat the size of a car will allow a much large side load to be placed onto the bridge structure. Way much more then a good gust of wind or a steady current of water. This increased side load, could slide the bridge off of it's foundation connection to your dike.
I'd hate to see your bridge get relocated downriver...
