I am not sure that I would trust it. As you say water clean up is the disturbing point.
The key point in what ever you do is to get as clean of a floor prior to application. A good cleaning with a pressure washer if possible. An acid wash followed by a neutralizer would be a good thing to do to get a clean and etched surface for what ever you put on to bite into. You will need to take all of the crumbling areas and get all the loose concrete out and patch it. No paint will hold a crumbling surface.
By the way what year did you graduate from Highline High?
