I think the reason is because of the Lockheed design of the brakes and its fixed lower anchor as he described.
The shop manuals I have for the PW, regarding the brake system, put the big bore to the rear shoe. I have seen it even describe that in the PW set up the front shoe is "self- energizing". So the design works opposite of what you are used to in other makes and designs, it appears.
