Battery, ground, and sender. If you're just just checking things out prior to permanent installation, it's easy to forget the ground or not have it solidly grounded (screws loose, paint in the way, etc). Without a proper ground, all kinds of weirdness can happen. Off the top of my head, that resistance range doesn't sound right either, though. As others have mentioned, could be the wrong sender. Regardless of the proper resistance, if the gage is good and is hooked up right, grounding the sender wire should peg the gage in one direction, and leaving it open should peg it in the other. If that doesn't happen, look closer at the gage.
