PW fuel gauge question

Tinkering with the 57 W-100 fuel gauge. I have a take-out sending unit from a 58 W-100. If I connect an ohm meter to it and excersize the float up and down the meter reads from 1 to about 12 - 14 ohms.
If I connect the sending unit wire to ground the gauge pegs over to full. My assumption is that the gauge is fine.
When I installed the sending unit, I still have no reading at the gauge. There is three quarters of a tank of fuel so it should register. I have located an NOS sending unit but want to be certain that the sender I have is really the culprit.
