Worker bee gets fined - he pays.
Drone gets fined he does not pay . Worker bee ends up paying the fine for Drone.
Worker bee has to get a peepea test . If ok still has to work and pay taxes . May get peepea slapped if things look bad.
Drone does not pay taxes . Drone does not get pea pea test . Drone does get all benefits of worker bee but no responsibility.
Pea pea test to collect welfare is sound in principal . Lets get Arnold to try it in Kalifornia.
