He said "i believe that my brother put that in place to offset the paypal fees". This is definitely not a big company with a branch office in Idaho. It's some individual who is "in vacation in Norway" whose brother is doing his ebay sales while he's gone. It appears that he has no intention of remitting the tax he collects back to the state of Idaho. I suspect he could get in a heap of trouble for that. He removed the $2.50 sales tax (paypal fees on this item should be around $1), but then bumped the shipping cost up from $9.80 to $12.50. I don't know whether to just pay his sneaky extra fee or make an issue of it. I really hate people trying to accomplish something by being sneaky that they could have accomplished just fine by being honest. If he wants to charge an extra $2.50, put it in as a legitimate handling charge when you list the item, don't try to pass it off as "sales tax", and then bump the shipping fee up without explanation. What a putz!
