It depends on if you want it "restored" or you just want it fixed enough to work and not get worse. I've done the latter myself on two speedos, one military and one civilian. Assuming the numbers are still pretty good, but the background paint is peeling, I removed the peeling paint and then just painted the bare spots with a similar color model enamel, making sure to get paint over all the edges of the old paint in order to seal it and hold it down. The colors don't match, but that's okay with me. When re-assembling gages, I run a very thin bead of black silicone around the edge of the glass to seal it, since the original rubber seal is usually no good.
