Some kind of spacer at bracket to frame is usually needed to align body parts. I suppose it might as well be rubber- a slice of sidewall from an old tire would work well. I think another slice under the frame bracket, and a slab of steel, then the washers and nuts would allow a bit more movement, and maybe prevent the bolts from fatiguing.
But I don't know what was O.E.
