Remember, Russians never had a history of any kind of freedom. They went straight from the Czar's secret police to Lenin's secret police. They've always had strong-men ruling with iron fists. The USA, on the other hand, was founded by rebels who pledged their "lives, fortunes and sacred honor" (and sometimes lost them) to create a country where individual freedom was more important that security or national unity. There's a big difference between fighting for your freedom and finally winning it, and having it inflicted on you due to the unfortunate breakdown of the government you'd come to depend upon.
